Interestingly, my graduate program had no requirements around paper count. I think I had one paper in press by the time I defended, the others were written and published after my defense. I knew many people in the same situation. Different groups, different cultures.
The one thing I felt that I "did well" in grad school was making friends "outside" (in other departments but also totally outside the school through hobbies, community stuff, my wife's friends from work, etc.) I highly recommend this to all grad students. Being socially trapped in the grad-school bubble is bad news.
Yeah, I don't think anyone wants to put a "requirements" on a paper count, but the unofficial word in the department was "3 paper and you don't need to worry about anything."
